Academic Specialist (Reading) Licensure Checklist

Notes:

  • FSU may only endorse candidates who have completed an approved licensure program.  For Initial licenses, the approved program includes completing the associated practicum with FSU.
  • FSU may only issue the SEI Endorsement for candidates who have completed an approved licensure program as well as the TESL 910 Sheltered English Immersion.

Once you have completed the M.Ed. with a concentration in Literacy and Language AND the 150 hour practicum, you may submit your materials to add the Specialist Teacher: Reading license. To complete that action, follow the checklist below:

  • Complete the Endorsement Request Form. Return the form to the Office of Graduate Studies in Dwight 204.

    Please make sure you include a copy of your Initial license with your Endorsement Request form.

  • Order an official copy of your transcript from Framingham State University. On the request form, indicate you want the transcript sent after you've completed your degree and practicum. The transcript should be sent to:

    The Licensure Officer will submit your transcript to the state on your behalf during the endorsement process.

  • Go to the Licensure area at the Massachusetts Department of Elementary and Secondary Education (DESE)'s web site. Click on the ELAR icon and establish an ELAR Profile for yourself if you don't already have one. Select the Create ELAR Profile link at the bottom left hand corner of the login box to get started. If you already have an ELAR profile, skip this set-up step.

  • Once your ELAR account is established, log on to your profile area and select the option to Advance to the next level license. Follow the prompts to update your education information. Then, use the following to apply for your license:

    Field: Academic Specialist Teacher
    Select Field: Reading
    Level: All
    Type: Initial

    When asked which route you are following, select the option that indicates you have completed an approved master's degree program. Complete the remaining screens to apply for your license.

  • You must also provide verification of one year of employment under an Initial license.  Verification Form (PDF document)

    To expedite the processing of your licensure application, please send the completed verification form to:

    The licensure officer will submit this form and your transcript to the Licensure Office at Massachusetts Department of Elementary and Secondary Education (DESE).

  • Candidates completing approved programs after July 1, 2014, must apply for the Sheltered English Immersion Endorsement.  If you completed TESL 910 Sheltered English Immersion, apply for the SEI endorsement.  This is separate from applying for a license. Otherwise, you must earn the endorsement through your district of employment, or by passing the SEI MTEL.
  • If you've had a name change (e.g. marriage, divorce, other legal proceeding) while in (or after) your licensure program, you must submit a name change form with appropriate documentation of the name change to the ESE. The form is available in two formats below.
 
The licensure officer endorses the applications of candidates who have completed all program requirements. The electronic endorsements are completed approximately four to five weeks after the graduation dates in May, August, December and January. To expedite your endorsement (and the licensing process at the DESE), please make sure you have
  1. set up your ELAR profile,
  2. applied for the license, and
  3. paid for the license

by your graduation date. Once your endorsement is complete, the licensure officer will send you a confirmation letter via U.S. Mail.
