Mission Statement
Framingham State University recognizes the unique needs of servicemembers and returning veterans. The University welcomes the qualities of maturity, commitment, and leadership developed through military experience. Students are encouraged to use these qualities as active participants in the campus community.  The Office of Veteran Services has been established to assist veterans and servicemembers gain the most from their educational experience.

The Office of Veterans Services provides assistance and support to promote a smooth transition from the military to the academic environment. The office collaborates with departments campus wide to assist veterans with services which often include, but are not limited to, the following:

  • Veterans educational benefits, military transfer credits, veteran resident status, academic accommodations
  • Withdrawals due to deployments
  • Referrals to on and off-campus service providers

All incoming veteran and servicemember students should follow the the instructions and requirements contained within this document: Incoming Veteran Checklist

Qualified veterans and the dependents of deceased or disabled veterans whose death or disability is a direct result of their military service may be eligible for VA educational benefits under one of the following programs while attending FSU:

National Guard Tuition and Fee Waiver Program
Chapter 30: Montgomery G.I. Bill
Chapter 31: Vocational Rehabilitation
Chapter 32: Veteran's Educational Assistance Program (VEAP)
Chapter 33: Post - 9/11 G.I. Bill
Chapter 35: Dependents Education Assistance
Chapter 1606: Montgomery G.I. Bill Selected Reserve
Chapter 1607: Reserve Education Assistance Program (REAP)

NOTE: Individuals currently eligible for Chapter 30, Chapter 1606, or Chapter 1607 may make an irrevocable election from their existing program to the Chapter 33 Post-9/11 G.I. Bill. For more information contact the Department of Veterans Affairs.

TO APPLY FOR EDUCATIONAL BENEFITS:

National Guard Soldiers

Waiver Instructions


Chapters 33, 1606, 30, 32, or 1607

Veterans who wish to use their VA educational benefits for the first time should apply online at the Veterans Administration and complete a Form 22-1990 (Application for Educational Benefits) via the VONAPP system, to receive a Certificate of Eligibility which is mailed within approximately  8 weeks. Framingham State's Office of Veterans Services will not delay reporting your enrollment because of any delay in receiving the Certificate of Eligibility.  

If educational benefits have previously been used, complete Form 22-1995, Change of Program or Place of Training, online at the Veterans Administration.

Submit the following items to the Framingham State University Office of the Registrar:

  • Certificate of Eligibility (a copy must be sent to FSU Veterans Services)
  • DD-214 (must also be sent to FSU Veterans Services)
  • Official academic transcripts from previously attended colleges and/or universities
  • Military transcripts

Chapter 35

Qualified dependents who wish to use their VA educational benefits for the first time should apply online at Veterans Administration and complete a Form 22-5490, Application for Survivors' and Dependents' Educational Assistance, to receive a Certificate of Eligibility.

If educational benefits have previously been used complete a Form 22-1995, Change of Program or Place of Training, online at Veterans Administration.

Submit the following items to the Framingham State University Office of the Registrar:

  • Certificate of Eligibility
  • Official academic transcripts from previously attended colleges and/or universities

Chapter 31

Disabled veterans desiring to further their education under the VA Vocational Rehabilitation program should contact the Office of Veterans Services at 508-626-4632.

Tuition Waivers

Veterans of Massachusetts, as defined by M.G.L. ch. 4, s.7, clause 43, can be eligible for a tuition waiver (officially known as "categorical tuition waivers") at any state-supported course in an undergraduate degree program offered by a public college or university. To be eligible, a veteran must also be a legal resident of Massachusetts and he/she must not be in default of any federal student loans.

Tutorial Assistance

Tutorial assistance is available if you are receiving VA educational assistance at the half-time or higher rate and have a deficiency in a subject making tutoring necessary. If you have questions on this program please contact the Veterans Administration toll-free number 1-888-442-4551 or you can contact the Office of Veterans Services 508-626-4632.


VALOR Act Academic Credit Evaluation Policy

Course Credit for Military Service

In accordance with the VALOR Act Academic Credit Evaluation Policy, admission applicants may submit their military transcript (as appraised by the American Council on Education (ACE)) for consideration of academic credit at the time of acceptance to determine whether the content is transferable into Framingham State University.  Framingham State University reviews and evaluates the military transcript for academic credit, based on the recommendations from ACE, for transferability of credit in accordance with our university-wide policy.  The University also reviews/accepts scores from College Board: College Level Examination Program (CLEP) and DANTES Subject Standardized Tests (DSST) for possible transfer credit.

CLEP for Military Personnel
College-Level Examination Program® (CLEP®) exams are available to eligible military personnel as a way to save time and money while earning college credit. To assist military personnel in meeting their educational goals, the Defense Activity for Non-Traditional Education Support (DANTES) funds CLEP exams for eligible military service members and eligible civilian employees.
